Speaking at a public meeting in Warkworth, Peters proposed amending electoral laws to remove eligibility for permanent residents and certain visa holders. Under current regulations, some individuals on non-expiring visas may vote after one year of residency, while permanent residents can qualify after two years.

Peters argued that voting should be a privilege for those who have sworn allegiance to the country and made a formal civic commitment. He stated that while permanent residency allows individuals to live and work in the nation, citizenship represents the necessary bond of responsibility for deciding the country's future. To mitigate the immediate impact, the proposal includes a grandfather clause to ensure those currently on the electoral roll maintain their eligibility.

New Zealand First claims the current system is among the most liberal in the world. Analysis from Victoria University indicates New Zealand is one of only five countries allowing resident non-citizens to vote in national elections, including Malawi, Chile, Ecuador, and Uruguay. The party argues that restricting the vote would align the country with global norms and incentivize permanent residents to seek citizenship to increase social cohesion.
