Investigation Finds Governance Issues at National Energy System Operator

The National Energy System Operator faces scrutiny after an independent probe revealed significant cultural and governance failures following whistleblower allegations of blackout risk cover-ups.

An independent investigation by the law firm Eversheds Sutherland found significant cultural, governance, and control issues at the National Energy System Operator (Neso), the grid operator for Great Britain. The inquiry was launched following whistleblower allegations that senior executives covered up blackout risks during a June heatwave and that corporate affairs staff interfered with control room decisions to protect the company's reputation.

While the probe found no evidence that operational decisions were inappropriately influenced, it identified high stress levels among engineers and a widespread perception that senior executives lacked an understanding of frontline pressures. Neso CEO Fintan Slye committed to acting on the investigation's recommendations and working with trade unions to address the findings.

Energy regulator Ofgem is now conducting a separate investigation to determine if these cultural failures impacted system security or increased energy costs for consumers. Ofgem Chief Executive Tim Jarvis stated the findings raised concerning issues regarding the working culture at Neso. The regulator expects to release its findings by March 31, 2027, while Energy Minister Michael Shanks has demanded immediate and significant action from the operator.
