DWP to Revoke Driving Licences for Benefits Debt

The Department for Work and Pensions will begin revoking driving licences for up to two years starting in October 2026 to recover fraudulent benefits debt. Operating under the Public Authorities (Fraud, Error and Recovery) Act 2025, the measure targets individuals who fraudulently claimed Universal Credit, Pension Credit, or Employment and Support Allowance and failed to repay the funds.

The process begins with a suspended order where the court sets repayment terms. If an individual fails to comply without a reasonable excuse, the agency can issue an immediate disqualification order. To avoid revocation, individuals must either owe less than £1,000, currently receive DWP benefits, or prove an essential need to drive. A 56-day rule allows those who repay their debt in full within 56 days of a disqualification order to have their licence reinstated without additional cost.

Work and Pensions Minister for Transformation Andrew Western defended the initiative as a way to pursue those who deliberately dodge debts. The program is part of a larger government strategy to recover £14.6 billion over five years through fraud and debt recovery efforts.
