China Bans Dual-Use Exports to Seven European Defense Firms

The Ministry of Commerce of the People's Republic of China banned dual-use exports to seven European entities over arms sales and collusion with Taiwan.

The Ministry of Commerce of the People's Republic of China announced on April 24, 2026, a ban on the export of dual-use items to seven European Union entities. The ministry cited the companies' involvement in arms sales to or collusion with Taiwan, stating the measures were necessary to safeguard national security and fulfill non-proliferation obligations.

The restrictions target items with both civilian and military applications, including software, technologies, and rare earth elements essential for the production of chips and drones. The sanctioned list includes German firm Hensoldt AG, Belgian manufacturers FN Herstal and FN Browning, and four Czech entities: the Czechoslovak Group (including Excalibur Army), Omnipol, SpaceKnow, and the Aeronautical Research and Test Institute (VZLU Aerospace).

China notified the European Union of these measures through a bilateral export control dialogue mechanism. While the ministry prohibited foreign organizations and individuals from transferring Chinese-origin dual-use items to these firms, it reserved the right to approve necessary shipments on a case-by-case basis.

In response, Czech Foreign Minister Petr Macinka instructed the Czech embassy in Beijing to seek a clear explanation from Chinese authorities. Hensoldt AG stated it is currently verifying the facts to assess the situation.
