The commitment comes after pressure from civil society organizations, including the Centre for Social Accountability and Transparency and the Centre for Democracy and Economic Development Initiatives. These groups accused the government of lacking transparency, specifically regarding the recruitment and promotion freeze introduced in November 2025. Critics noted that the government lifted these restrictions without providing evidence of fiscal benefits.

The upcoming report will serve as the first official assessment of whether expenditure controls successfully reduced the public wage bill and improved fiscal balances. Civil society leaders warned that without this evidence, the austerity program risks being viewed as a public relations exercise rather than a fiscal tool.
