AI Infrastructure Faces Trillion-Dollar Risks and Physical Bottlenecks

Financial institutions and tech giants warn that power constraints, regulatory hurdles, and debt pressures threaten the projected trillion-dollar expansion of AI data center infrastructure.

The global expansion of artificial intelligence infrastructure is facing significant financial and physical headwinds. Morgan Stanley identified people, power, and politics as the primary constraints threatening a projected $1.6 trillion capital expenditure plan through 2027. Investors are increasingly concerned that revenues from AI services may not justify the massive investments in data centers, a risk that could be fatal for smaller providers.

Physical bottlenecks are already stalling multibillion-dollar projects. Oracle issued a force majeure notice for Project Jupiter in New Mexico after regulators blocked a gas pipeline, while Google halted work on two centers in Finland following local outcry and environmental reviews. Microsoft is similarly facing permitting delays in Michigan. Goldman Sachs estimates that only 50% of planned data-center capacity may be realized in the near term, potentially leaving AI companies with excess chips from Nvidia and AMD but nowhere to house them.

Financial pressures are mounting as Big Tech and governments compete for financing. JPMorgan Chase estimates AI-related debt issuance will reach $4.1 trillion by 2030. HSBC CEO Georges Elhedery warned that while AI will be transformational for productivity, investors must be selective, scrutinizing tenancy agreements and pricing rather than adopting an all-in approach to data center funding.
