Nirmala Sitharaman Outlines Five-Point Framework for Income Tax Reform

Union Finance Minister Nirmala Sitharaman introduced the 'five Rs' framework—recognise, respond, redress, reflect, and reform—during the 167th Income Tax Day celebrations in New Delhi on July 24, 2026. The event marked the first Income Tax Day since the implementation of the Income Tax Act, 2025, which replaced the 1961 Act on April 1, 2026. This legislative overhaul simplified compliance by reducing the number of sections from 819 to 536.

Sitharaman urged the Income Tax Department to shift its strategy from litigation management to litigation prevention, emphasizing that tax certainty is an economic imperative. She directed officials to differentiate between bona fide errors and deliberate tax evasion to ensure convenience for honest taxpayers. To modernize the department for the goal of Viksit Bharat by 2047, she called for increased staff training in AI, cybersecurity, and forensic accounting.

Reporting on the current filing season, Revenue Secretary Arvind Shrivastava noted that over 7.3 crore income tax returns were filed for Assessment Year 2026, with 3.2 crore filed by July 21. Sitharaman highlighted record digital engagement, including peak e-Filing portal interactions of nearly 1.6 crore in a single day. While noting a decline in appeal pendency and improved grievance redressal through platforms like CPGRAMS and e-Nivaran, the Minister urged faster refund processing to boost liquidity. She also announced the upcoming inauguration of the Aayakar Sindhu office complex in Mumbai.
