He also proposed a Head Start overhaul eliminating approximately 1,400 federal regulations while imposing new nutrition standards on sugar-sweetened beverages.

Kennedy is a defendant in lawsuits over AHRQ's dismantlement, with $94 million in patient-safety grants terminated, roughly 75 percent of staff gone, and GAO investigating potential unlawful impoundment.
