The U.S. Is Starving an Economy the IRGC Already Owns

Strikes, a blockade, and now total sanctions have all hit the same wall: the Revolutionary Guard controls half of Iran's economy and profits from the isolation meant to destroy it.

Treasury Secretary Scott Bessent has a name for what the United States is now doing to Iran: "economic asphyxiation," an "economic D-Day." [1] The economy being asphyxiated is one the Islamic Revolutionary Guard Corps already controls roughly half of. [2] The weapon and the target are the same institution. The campaign has escalated three times in six months. In February, U.S. and Israeli strikes hit bridges and rail lines — economic infrastructure, not just military targets. [3] In July, a naval blockade cut Iran's oil exports to zero. [4] The blockade did what it was built to do: the exports stopped. But it did not produce capitulation, which is why the campaign moved on. This week, Bessent launched Operation Economic Outcast, total financial sanctions across more than 60 entities in five sectors, a campaign that by the Treasury's own account follows the failure of Operation Epic Fury, the kinetic strikes. [4][1] He was explicit that the financial offensive replaces the kinetic campaign rather than extends it: if maximum economic pressure holds, he said, there will likely be no large-scale kinetic restart. [5] At each rung, the same mechanism has done the work. Sanctions and strikes eliminate legitimate international business from Iran's economy — the companies that pay taxes, employ people, keep the formal economy legible. The IRGC fills the vacuum. Its sanctions-busting networks moved around $3 billion in a single year through cryptocurrency wallets, using dollar-pegged stablecoins to sell embargoed oil, fund the Houthis, and trade weapons. [2][6] The institution the United States is trying to starve is the one that profits from the starvation. The administration insists the pressure is working: Trump says Iran is "not paying large segments of their military," and Bessent says "the pressure is working." [7] The regime's response has been to dig in, not bend. Iran shifted to an offensive military doctrine in late August and set a bounty for killing U.S. troops. [5] At home it put a hardliner in charge of the Basij paramilitary and stepped up arrests and executions. [8] Pezeshkian acknowledges the damage while insisting Iran will keep standing against the pressure. [7] The IRGC does not depend on the formal economy, so the pain lands on civilians and hardens the regime's grip rather than loosening it. Pezeshkian has put the diagnosis in his own words.

The trap is not new. In Cuba, the United States targets the state oil company CUPET to weaponize energy shortages, and Cuba simply buys its oil from Russia, China, and Mexico instead. [9] The same escape valve is built into the Iran campaign itself. Bessent deliberately avoided sanctioning major Chinese financial institutions ahead of a September summit with Beijing. [1] China has called the sanctions illegal and unauthorized by the UN Security Council. [10] The one lifeline that matters stays open. Bessent has already signaled what comes next.

Each instrument has been a substitute for the one before it, and the administration is already signaling that this phase has a limit. The cascade has not stopped; only the tool has changed.
