European Commission Overhauls Frontex to Expand Deportation Powers

The European Commission is transforming Frontex into a European return agency with expanded powers to conduct deportations in non-EU countries and a doubled budget.

The European Commission proposed a sweeping overhaul of the European Border and Coast Guard Agency, known as Frontex, on October 27, 2026. The reforms expand the agency's mandate to operate as a European return agency, granting it the authority to conduct deportation operations outside European borders. Frontex will support third-country authorities, specifically in North Africa, to return irregular migrants to their countries of origin before they reach the European Union.

Under the new regulations, the agency will participate in deportations from return hubs established in third countries, with the first hub expected to be operational by 2027. To support these operations, the Commission proposed increasing Frontex's workforce to 30,000 personnel, which includes a new 17,000-person reserve force and a Quick Reaction Force for crisis intervention. This latter measure follows a July incident in Ceuta where 90,000 migrants crossed from Morocco.

Additional measures include the creation of a Return Coordination Centre and an online surveillance unit to monitor social media for mass movements. The Commission also proposed digitalizing return and readmission procedures to reduce administrative burdens. To fund these expansions, Frontex's budget will double to 12 billion euros under the next seven-year budget.

President Ursula von der Leyen defended the measures as a response to a changed geopolitical environment. Meanwhile, civil society organizations have criticized the expansion, arguing that the reforms transform Frontex into a deportation agency and demanding stronger oversight to prevent human rights violations.
