Mark Carney Announces Strategic Pivot to Deepen EU Ties

Prime Minister Mark Carney announced a plan to expand cooperation with the European Union in defense, AI, and labor mobility to reduce reliance on U.S. services.

Mark Carney announced a strategic plan to deepen Canada's relationship with the European Union, expanding cooperation beyond trade into Arctic defense, AI policies, and sovereign cloud infrastructure. Speaking at the European Parliament in Strasbourg, the prime minister outlined a vision to develop secure defense infrastructure to reduce Canada's reliance on U.S.-based services such as Starlink.

Negotiations have already concluded on a second-generation competition agreement, and both parties intend to discuss enhancing labor mobility for skilled professionals and youth, including potential participation in the Erasmus student-exchange program. The partnership also includes coordinating privacy rules and securing investments from the European Investment Bank for critical minerals. Additionally, Health Canada is seeking special cooperation status with the European Center for Disease Prevention and Control.

Carney clarified that Canada will not adopt the euro, join the Schengen Area, or surrender national sovereignty to EU overregulation. He defended the pivot as a way to improve Canada's global standing, asserting that strengthening these ties would make the country a better partner for the United States.
