Democrats Secure Pennsylvania Trifecta to Advance 2027 Agenda

Democrats gained control of the governor's office and both legislative chambers in Pennsylvania, marking the first state government trifecta since 1978.

Democrats secured a state government trifecta in Pennsylvania following the November 3, 2026, midterm elections. This victory gives the party control of the governor's office and both chambers of the state legislature for the first time since 1978.

Josh Shapiro, who won reelection as governor, joined legislative leaders Joanna McClinton and Jay Costa to outline a 2027 agenda. The plan focuses on raising the minimum wage to $15 an hour, funding mass transit, and enshrining abortion rights in the state constitution. Additional priorities include investments in affordable housing, education, police, infrastructure, and recreational marijuana.

The National Conference of State Legislatures described the partisan shifts in Pennsylvania, Michigan, and Minnesota as the largest single-election change in state power since 2010. Democratic leaders stated the results provide a mandate to aggressively advance these policy goals starting in January 2027.
