Spain Requests EU Summit After Migrant Surge in Ceuta

A surge of approximately 60,000 migrants attempting to cross from Morocco into the Spanish enclave of Ceuta has triggered a diplomatic crisis within the European Union, resulting in at least 86 deaths. In response to the event, Italy suspended the border-free Schengen arrangement with Spain and resumed border controls.

Pedro Sánchez, the Prime Minister of Spain, condemned Italy's actions as "selfish, polarising and unlawful," arguing that the reaction is based on a false premise. He noted that Spain has expelled nearly all involved migrants and maintains one of the EU's least porous borders. Sánchez has requested a formal meeting of the interior ministers of all 27 EU countries to address the situation, framing the incident as a test of EU coordination during border shocks.

The Government of Ireland has agreed to convene a meeting of EU justice and home affairs ministers next week during its presidency of the EU Council. Simultaneously, 22 EU member states issued a joint letter to European Commission President Ursula von der Leyen, EU President António Costa, and Taoiseach Micheál Martin calling for coordinated action to strengthen external borders. The dispute highlights an ideological divide between Sánchez's pro-migrant policies and the anti-migrant stance of Italian Prime Minister Giorgia Meloni.
