US Brokers Lebanon-Israel Agreement on Pilot Zone Withdrawals

Following a conflict that began on March 2, 2026, and killed approximately 4,300 people, Joseph Aoun, President of Lebanon, and Israeli officials reached an agreement in Rome on July 15-16 to implement a U.S.-brokered security framework. The parties established guidelines for a pilot zone process in southern Lebanon, where the Israel Defense Forces (IDF) will withdraw from two initial zones, transferring security responsibility to the Lebanese Armed Forces. A third-party entity, excluding the UN or U.S. troops, will verify the removal of Hezbollah military infrastructure.

The agreement stems from a June 26 framework signed in Washington that conditions a full Israeli withdrawal on the complete disarmament of Hezbollah. While President Aoun has defended the diplomatic track as the only way to safeguard Lebanese sovereignty, Hezbollah has rejected the deal as "null and void," asserting that disarmament crosses red lines. Israel maintains it will keep troops in strategic positions, such as the Ali Taher Ridge, until security guarantees are met.

Despite the diplomatic progress, violence continues. The IDF recently reported killing over 500 operatives and destroying 1,500 Hezbollah sites during operations in Bint Jbeil and Ainata, while continuing drone and artillery strikes in villages like Beit Yahoun. U.S. President Donald Trump has urged Israeli Prime Minister Benjamin Netanyahu to reduce military operations and support the withdrawal. President Aoun is scheduled to meet Trump on July 21 to request further U.S. pressure for a total Israeli withdrawal.
