Federal Reserve Chair Kevin Warsh testified before the U.S. Senate Banking Committee and the House Committee on Financial Services this week, announcing a "regime change in policy" to combat persistently elevated inflation. Warsh stated the central bank has no tolerance for sustained inflation and remains committed to restoring price stability, though he declined to provide specific forward guidance on the timing of future rate moves.

The Federal Reserve has already begun shifting its outlook, revising its median rate forecast for the end of 2026 from 3.4% to 3.8%. While the agency held benchmark interest rates steady at 3.5%-3.75% during Warsh's first meeting in mid-June, the central bank is expected to maintain this range at the upcoming Federal Open Market Committee meeting on July 29. This would mark the fifth consecutive meeting without a change, despite conflicting market probabilities of a hike ranging from 17% to 38%.

Warsh has launched five internal task forces to redefine inflation metrics and communication strategies. However, internal division remains among the 19 policymakers, with half expecting higher rates by year-end. External pressures include rising oil prices, which exceeded $100 a barrel on July 24, and geopolitical tensions regarding the U.S.-Iran war. While J.P. Morgan analysts project rates will remain steady through 2026, Warsh's reported aversion to quantitative easing may increase bond market volatility and impact high-growth tech stocks.
