UN Secretary-General Urges Global AI Risk Management Framework

United Nations Secretary-General Antonio Guterres called for the creation of a multilateral AI Risk Management Framework during the opening of the 81st Session of the UN General Assembly. Guterres warned that power is increasingly concentrated in data, computing capacity, and algorithms, which are advancing faster than the global ability to understand their consequences. He compared the current AI trajectory to the Cold War nuclear arms race and demanded that life-and-death decisions never be surrendered to machines.

Following these calls for oversight, members of the International Scientific Panel on AI met in New York to caution against the use of apocalyptic rhetoric. Panel members, including Yoshua Bengio and Joelle Barral, argued that investing in fear is unhelpful and urged for a rational discussion based on scientific evidence. This push for moderation follows claims from former industry employees at Anthropic and OpenAI that AI could lead to human eradication by the end of the decade.

Nobel Peace Prize laureate Maria Ressa joined the panel in arguing that the AI debate has become overly ideological, oscillating between existential dread and indifference. While Guterres emphasized the United Nations as the only venue where every country has a voice in shaping AI governance, the scientific community stressed the need to distinguish known risks from plausible extrapolations.
