Andy Burnham Excludes Sex Offenders From Prison Release Scheme

Prime Minister Andy Burnham modified a government program designed to reduce prison overcrowding in England and Wales, specifically excluding prisoners convicted of rape, grooming, and serious child sexual offenses from early release. This adjustment reduces the total number of prisoners slated for release starting in October from 6,000 to 5,000.

Justice Secretary Alex Norris stated that the government avoided further exclusions to prevent the prison system from collapsing. Despite the new restrictions, the modified plan still allows certain violent and sexual offenders to be released at the halfway point of their sentences. To manage the risks associated with these releases, the government introduced tighter community supervision, including GPS monitoring for rapists, and a £10 million support package for victims.

The policy shift drew criticism from victims' families and the Conservative Party. Conservative leader Kemi Badenoch characterized the intervention as a partial climbdown, arguing that killers and other violent offenders would still be released under the current framework.
