Prime Minister Andy Burnham has signaled his support for a comprehensive migration crackdown led by Home Secretary Shabana Mahmood through the Immigration and Asylum Bill. The legislation proposes doubling the residency requirement for indefinite leave to remain from five to 10 years, restricting social housing and benefits to British citizens, and requiring asylum seekers to reimburse taxpayer-funded hotel costs.

Mahmood is introducing specific amendments to close a legal loophole in a 1971 law to facilitate the deportation of serious criminals, including Commonwealth citizens. A primary target of these changes is Shabir Ahmed, a former leader of the Rochdale grooming gang, though the Government of Pakistan has indicated it is unlikely to accept his return.

The bill has triggered a rebellion among approximately 80 Labour backbenchers who argue the retroactive residency changes are anathema to the party's values. Additionally, the Scottish National Party and Scottish Greens have condemned the measures as an attack on the Scottish economy and NHS. While Burnham supports the broad thrust of the policy, reports suggest he may dilute the residency requirements to maintain a five-year timeline while still restricting benefits to avoid further alienating progressive voters.

Conservative politician Chris Philp described the internal division as an early test of Burnham's strength. The Prime Minister is expected to vote in favor of the reforms in the House of Commons on Monday.
