Trump Halts Security Funding for Eastern European NATO Allies

The Donald Trump administration is phasing out hundreds of millions of dollars in security assistance for Eastern European nations bordering Russia, specifically targeting the Baltic Security Initiative and Section 333 funding. The United States Department of Defense informed diplomats that funding for programs used to train and equip militaries in Estonia, Latvia, and Lithuania will be reduced to zero starting next fiscal year, with existing funds expected to expire by September 2026.

White House officials stated the move aligns with a January executive order to reevaluate foreign aid and ensures Europe takes more responsibility for its own defense. This follows a June NATO summit in The Hague where Trump demanded member countries increase defense spending to 5 percent of their GDP. While the administration claims the move was coordinated with partners, Baltic defense leaders expressed confusion and alarm, noting a lack of formal written notification. Estonia's Defence Minister Hanno Pevkur described the decision as "especially symbolic, in a negative way."

U.S. lawmakers are divided over the policy. Senator Jeanne Shaheen called the move "misguided," arguing it undercuts ally readiness and puts American troops at risk. Representative Don Bacon characterized the administration as "WEAK towards Putin." In response, Senators Dick Durbin and Chuck Grassley proposed codifying the Baltic Security Initiative into law to protect it. Despite the cuts to training and equipment, the administration indicated that U.S. troop deployments remain unaffected, and Trump suggested the U.S. might even increase its presence in Poland.
