Planned Parenthood Regains Medicaid Funding as Federal Ban Expires

Planned Parenthood resumed billing Medicaid for non-abortion services on July 5 after a one-year federal funding ban expired, sparking protests from pro-life advocacy groups.

Federal Medicaid reimbursements for non-abortion services at Planned Parenthood and two regional providers resumed on July 5, 2026. The restoration follows the July 4 expiration of a one-year funding freeze mandated by the One Big Beautiful Bill Act, which President Donald Trump signed on July 4, 2025. The ban targeted organizations performing abortions that received over $800,000 in 2023 reimbursements.

The funding gap led to the closure of nearly 30 to 57 clinics nationwide and a 25% drop in Medicaid patient visits, including decreases in birth control prescriptions and breast cancer screenings. While some affiliates in Arizona are expanding hours, others in Florida and Maine are not expected to restore all previously cut services. Some states, including Connecticut, provided emergency funds to offset the losses.

Pro-life organizations, including Live Action and Susan B. Anthony Pro-Life America, condemned the funding restoration as a "moral failure" and are urging Congress to permanently block Medicaid reimbursements through a third reconciliation bill. In contrast, Planned Parenthood leadership stated the targeting of the organization worsened a public health crisis.

Despite the federal expiration, the organization remains blocked from Medicaid funding in Indiana. The Government of Indiana is currently seeking approval from the U.S. Court of Appeals for the Seventh Circuit to enforce a state law prohibiting contracts with abortion providers.
