China Launches Global Governance Initiative to Reform International Order

The Government of China released a white paper outlining the Global Governance Initiative to increase Global South representation and establish new international AI and mediation bodies.

The Government of China released a white paper on June 17, 2026, titled "More Just and Equitable Global Governance: China's Principles, Proposals and Actions." Unveiled by the State Council Information Office in Beijing, the document promotes the Global Governance Initiative (GGI), a framework proposed by President Xi Jinping in 2025 that has reportedly gained support from nearly 160 countries and international organizations.

Foreign Minister Wang Yi and other officials detailed a vision for a multipolar system that upholds the central authority of the United Nations while increasing the representation of the Global South in international financial institutions. The initiative explicitly rejects the "law of the jungle" and criticizes the instigation of trade and technology wars by unspecified major powers. To support these goals, China has increased the Global Development and South-South Cooperation Fund to 4 billion U.S. dollars and co-launched the Global Partnership for Poverty Alleviation and Development with 53 countries.

As part of this strategy, China is establishing new institutional frameworks, including the World AI Cooperation Organization and the International Organization for Mediation. The government will host the 2026 World Artificial Intelligence Conference in Shanghai this July and the inaugural Xiong'an Global Governance Forum this autumn. China also intends to host the 2026 APEC Economic Leaders' Meeting to further promote regional trade and innovation.
