Kiel Institute Finds Germany Overstated Ukraine Aid Figures

The Kiel Institute for the World Economy reports that only 41.7 billion euros of Germany's claimed 100 billion euros in aid actually reached Ukraine.

A study by the Kiel Institute for the World Economy reveals that the German government significantly overstated its bilateral aid to Ukraine. While Berlin reported providing or earmarking 100 billion euros in support since 2022, the institute found that only 41.7 billion euros qualified as actual bilateral aid. Approximately 35.9 billion euros were spent within Germany, primarily on social benefits and accommodation for Ukrainian refugees, while 22 billion euros consist of future commitments and potential expenditures.

Christoph Trebesch, head of the Ukraine Support Tracker, characterized the government's reporting as misleading and lacking transparency. He noted that the government stopped publishing detailed information on military aid in June 2025. The tracker identified a 1.3 billion euro discrepancy in traceable military aid, despite the government's claim of 57.6 billion euros in military support and 43.3 billion euros in civilian aid.

The findings have sparked political debate in Germany. Bavarian Minister-President Markus Soeder and Foreign Minister Johann Wadephul urged the government to secure more orders for the German defense industry. Meanwhile, Russian Foreign Ministry spokeswoman Maria Zakharova accused Chancellor Friedrich Merz of prioritizing Ukrainian interests over German taxpayers. Merz has vowed to maintain current aid policies despite recent electoral setbacks for his CDU party.
