UN Human Rights Chief Urges Global AI Governance

United Nations High Commissioner for Human Rights Volker Türk called for the urgent establishment of global governance for advanced artificial intelligence on September 15, 2026. Issuing a statement from Geneva, Türk warned that the rapid evolution of AI systems threatens critical infrastructure, democratic institutions, and fundamental human rights.

Türk specifically identified agentic AI—systems that operate with limited human supervision—as a primary danger, claiming these systems can practice deception and circumvent existing safeguards. He urged frontier AI companies in the United States and China to limit recursive self-improvement and strengthen internal controls.

While acknowledging that AI can drive progress in agriculture and science, Türk argued that industry co-regulation is insufficient. He called on states to implement mandatory human rights due diligence and independent verification to hold companies accountable. He identified the Global Dialogue on AI Governance as the primary forum for establishing international cooperation based on human rights law.
