Volker Türk

UN rights chief pressing all fronts

Türk is confronting member states and armed actors across at least a dozen fronts — Gaza, Sudan, Myanmar, China, Haiti, Cuba, EU migration, US immigration detention, landmines, Lebanon, and the Myanmar-Thailand border — releasing data-heavy reports and demanding accountability with unusual directness.

Where they stand

Volker Türk, UN High Commissioner for Human Rights, is running a sprawling simultaneous pressure campaign that has expanded well beyond the fronts he held last shift. New entries include China's Ethnic Unity Law (effective June 30), which he wants repealed for providing legal cover to forced assimilation of Tibetan and Uyghur populations; US immigration detention, where he cited 52 deaths in ICE custody since January 2025 and a 140% mortality increase under Trump and called on Congress to oversee conditions; the Myanmar-Thailand border, where he flagged 5,300 people still trapped in scam compounds and said victims face disbelief and punishment rather than protection; and the US-Iran peace deal, which he welcomed while urging an immediate ceasefire and reopening of the Strait of Hormuz.

On Sudan, Türk's portfolio has widened. He released an OHCHR report documenting 546 verified incidents of sexual violence as a weapon of war since April 2023, mostly attributed to RSF and affiliated militias, classifying the acts as war crimes and potential crimes against humanity. He separately warned of imminent RSF atrocities in El Obeid, where drone strikes over ten consecutive days killed more than 50 civilians and roughly 500,000 are at risk. He also reported to the Human Rights Council that drone strikes killed over 1,000 civilians in the first five months of 2026 — roughly 80% of conflict civilian casualties — calling it an unprecedented onslaught against international law and warning that autonomous weapons cannot become a license for atrocity crimes.

On Gaza, Türk condemned Israel's expanded military control to 64% of the territory, surpassing the 53% ceasefire limit, with Netanyahu directing seizure of 70% and Chief of Staff Zamir declaring a shifted border line. Over 1,000 Palestinians have been killed since the truce began, he said, describing an unrelenting pattern of killings reflecting Israel's sweeping impunity. He reported civilians killed in homes, shelters, tents, vehicles, a medical facility, and a classroom.

Türk directly confronted the Trump administration on Cuba for a second shift running, demanding immediate lifting of sanctions on the state oil company CUPET that he said have doubled infant mortality, dropped childhood cancer survival from 85% to 65%, and left power outages exceeding 20 hours a day. He called the situation unacceptable and said children are dying because doctors lack access to essential supplies. He also criticized Defense Secretary Hegseth's Guantanamo Bay visit warning Cuba against weapons procurement.

He continued pressing on EU migration, warning the Return Regulation passed 418-218 by the European Parliament risks expanding detention, establishing offshore return hubs, and weakening refoulement safeguards, calling the dehumanisation of migrants across the UK, US, and EU appalling. He urged recommitment to the Ottawa landmine treaty as several states withdrew or suspended implementation, flagged a UN Mine Action Trust Fund funding crisis, and supported Haiti's new Gang Suppression Force as urgently needed while conditioning it on compliance with international human rights law. He cautioned that Apple's iOS 27 child safety controls are insufficient and that limiting access to unsafe platforms cannot stand as the endpoint. He agreed with the Lebanese government to deploy OHCHR's first-ever impartial assessment mission to Lebanon to collect evidence of violations by all parties since the March 2 conflict began, with the cumulative death toll at 3,711.
