Russia Intensifies Eastern Ukraine Offensive Amid Energy Infrastructure Strikes

The Russian Ministry of Defense intensified a spring offensive in eastern Ukraine, focusing military operations on Donetsk and the Dnipro River region. Russian forces launched widespread aerial strikes targeting fuel and energy infrastructure, ammunition depots, and cities including Kharkiv, where bombardments reached some of the heaviest levels since the war began. These attacks spanned 153 areas and included a strike on Odesa on April 6 that damaged infrastructure and killed women and children.

In response, Ukrainian forces led by Commander-in-Chief Oleksandr Syrskyi reported reclaiming approximately 480 square kilometers of land. This counter-effort included the recapture of eight settlements in the Dnipropetrovsk region and four settlements in the Zaporizhzhia region. Ukraine also executed long-range drone strikes against Russian energy facilities to disrupt logistics, forcing the NORSI refinery to suspend operations and damaging oil terminals at Ust-Luga, Primorsk, and Novorossiysk.

Diplomatic progress remains stalled after the Government of Russia rejected a ceasefire proposal from President Volodymyr Zelenskyy, which was conditional on Russia halting strikes on energy infrastructure. To sustain the Ukrainian defense effort, the European Commission initiated steps to provide a €90 billion support loan for the 2026-2027 period, aiming to provide long-term financial stability amid the escalating conflict.
