Trump Blocks DNI Hearing to Pressure Senate on Voter ID Bill

While attending the G7 summit in France, Donald Trump canceled the scheduled Senate confirmation hearing for Director of National Intelligence nominee Jay Clayton on June 17, 2026. Trump announced the move via Truth Social, ordering Clayton not to testify and demanding that the Senate first confirm James McDonald as the new U.S. Attorney for the Southern District of New York to replace Clayton in that role.

The president used the postponement as leverage to force the passage of the SAVE America Act, a controversial bill requiring proof of citizenship and photo ID for voter registration. Trump declared he would veto any extension of Section 702 of the Foreign Intelligence Surveillance Act (FISA), which expired last week, unless it is bundled with the voter ID legislation.

This strategy ensured that Bill Pulte, a housing official with no national security experience, remains as Acting DNI. The move derailed a strategy by Senate Majority Leader John Thune to fast-track Clayton's confirmation to secure Democratic support for FISA. Democrats had previously conditioned their support for the surveillance tool on the removal of Pulte from the intelligence post.

Senate Republicans expressed frustration over the tactics, with Senator John Thune noting that passing the SAVE America Act would require eliminating the legislative filibuster, a move lacking sufficient GOP support. Senator Mark Warner characterized the White House's actions as an extraordinary display of dysfunction that treats national security as a political bargaining chip.
