President Donald Trump has integrated federal disaster relief announcements into his midterm election campaign by coupling funding pledges and disaster declarations with endorsements for Republican candidates. In Wisconsin, Trump pledged $17.9 million in disaster funds while endorsing Representative Tom Tiffany for governor. He also approved a disaster declaration in Ohio immediately preceding a campaign rally with Senator Jon Husted.

During a rally in North Carolina, Trump joked that he would withhold recovery funds for Hurricane Helene if Republican Senate candidate Michael Whatley lost, though he quickly clarified he was kidding. These actions have led to accusations that the administration is using emergency aid as a political tool. An Associated Press analysis found that Trump approved more than 75% of requests from states that voted for him in 2024, compared to less than 50% from states that did not.

Wisconsin Governor Tony Evers accused the administration of playing politics with aid meant for communities recovering from tornadoes and floods. The White House and the Federal Emergency Management Agency have denied these claims, stating that disaster relief decisions are not politically motivated.
