The dispute mirrors a past conflict involving Canadian manufacturers, such as Peerless Clothing International, which imported duty-free Italian cloth to produce suits that undercut U.S. manufacturers who were forced to pay tariffs on the same materials. That issue was previously resolved in 2001 when the United States Department of Commerce, under the administration of Bill Clinton, dropped duties on Italian cloth to level the playing field.

Potential resolutions now include the Treasury Board of Canada aligning its tariffs with those of the United States, though such a move would challenge Canadian independence. While a mutual elimination of most tariffs remains a theoretical option, the current U.S. administration's preference for tariffs makes a reciprocal agreement unlikely.
