India Plans Revised Delimitation Bill With 50 Percent Seat Increase
The Indian government will reintroduce a revised Constitution Amendment Bill during the July 20 Monsoon session to increase Lok Sabha seats by 50 percent across all states.
The Government of India plans to reintroduce a revised Constitution (131st Amendment) Bill, 2026, during the Monsoon session of Parliament beginning July 20. The original legislation failed to secure the necessary two-thirds majority in the Lok Sabha on April 17, 2026, after a united opposition blocked its passage.
To build consensus and prevent southern states from losing representation due to population metrics, the government is proposing a uniform 50 percent increase in seats across all states. Prime Minister Narendra Modi has guaranteed that the proportion of seats will remain unchanged, while Home Minister Amit Shah committed to bringing an amendment to ensure the flat 50 percent increase.
Opposition reactions are divided. Leaders from the NCP (SP) and Shiv Sena (UBT) have expressed openness to the revised bill, and the DMK is evaluating the proposal to ensure Tamil Nadu's seat count is not reduced. However, the Indian National Congress remains opposed. Congress president Mallikarjun Kharge has requested an all-party meeting and additional time to study the proposals as the previous unity among opposition parties begins to fracture.
