United Nations Secretary-General António Guterres opened the inaugural Global Dialogue on AI Governance in Geneva on July 6, 2026, calling for globally harmonized rules to manage artificial intelligence. Guterres warned that AI is evolving at runaway speed, outpacing regulatory frameworks and threatening to reshape economies and security balances. He specifically urged for an international ban on lethal autonomous weapon systems, which he described as morally repugnant and politically unacceptable.

To mitigate immediate risks, Guterres proposed an AI Child Safety Pledge to ensure systems are proven safe before reaching minors and demanded that AI data centers transition to renewable energy by 2030. The dialogue was informed by a report from the Independent International Scientific Panel on Artificial Intelligence, which revealed a heavy concentration of power, with the United States and China controlling 90% of the computing power among the top 500 AI supercomputers.

Other world leaders emphasized the AI divide. Libya's Mohamed al-Menfi and Tanzania's Angellah Kairuki called for inclusive frameworks to ensure the Global South is not left behind. Georgian President Mikheil Kavelashvili warned against the technology becoming a tool for digital tyranny. The two-day event focused on establishing a shared vision of progress and human dignity, with a second summit scheduled for next year in New York to review a more comprehensive scientific report.
