Xi Jinping Advances Quad-G Plan for Global Hegemony
Xi Jinping is implementing a strategic Quad-G framework to integrate international bodies into a Beijing-led system of global governance and security.
Chinese Communist Party leader Xi Jinping is advancing a strategic framework known as the Quad-G plan to establish global hegemony. The strategy seeks to integrate the United Nations and other international bodies into a system led by Beijing through four integrated initiatives: the Global Development Initiative (GDI), Global Security Initiative (GSI), Global Civilization Initiative (GCI), and Global Governance Initiative (GGI).
As part of the GDI, China expanded its digital influence on September 12 by inviting nations to join the World Artificial Intelligence Cooperation Organization (WAICO). Founded in July and based in Shanghai, WAICO currently includes approximately 30 members, such as Russia and Iran. The organization aims to promote Chinese AI software and cloud infrastructure while normalizing an authoritarian approach to artificial intelligence.
To support the security pillar of the plan, the GSI utilizes military partnerships like the Shanghai Cooperation Organization to promote a security vision led by the Chinese Communist Party. The GGI acts as the overarching coordinating mechanism for these efforts, intended to build what Beijing describes as a community with a shared future for humanity.
