Minnesota and New York Lawmakers Propose AI Restrictions

Lawmakers in Minnesota and New York are introducing a series of restrictive measures targeting the artificial intelligence industry to protect minors, privacy, and professional standards. In New York, State Senator Kristen Gonzalez introduced Senate Bill S7263, which prohibits AI chatbots from providing legal or medical advice. The bill, which passed the Senate Internet and Technology Committee with unanimous support, allows users to sue developers for damages if a chatbot mimics a licensed professional without authorization.

In Minnesota, a bipartisan group led by Senators Erin Maye Quade and Eric Lucero introduced five bills on March 9, 2026. These measures include SF 1857, which would ban minors from using recreational AI chatbots, and SF 1886, requiring companies to disclose AI interactions. Other proposals seek to prohibit AI-driven dynamic pricing and its use in health insurance utilization determinations. Additionally, HF1606, which bans AI nudification technology, unanimously passed the House Commerce Finance and Policy Committee.

Controversy has emerged over SF 1120, which would ban law enforcement from using reverse-location data sweeps. The Minnesota Bureau of Criminal Apprehension opposes the move, arguing it would hinder criminal investigations. TechNet adviser Jarrett Catlin also criticized the chatbot ban, suggesting it could deprive youth of useful tools. These state-level efforts clash with a December executive order from President Donald Trump, which established a task force to challenge state laws that obstruct national AI policy and create a regulatory patchwork.
