Iran and Russia Sign Strategic Energy and Military Pacts

During the 19th session of the Permanent Iranian-Russian Commission on Trade and Economic Cooperation in Tehran on February 18, 2026, Iran and Russia strengthened bilateral ties through a cooperation document and four memoranda of understanding. These agreements focus on energy, trade, research, and social affairs, specifically targeting the development of seven oil and gas fields and future gas import deals.

President Masoud Pezeshkian met with Russian Energy Minister Sergei Tsivilev to discuss the Comprehensive Strategic Partnership Agreement, stating that the completion of joint transit corridors would mark a "new chapter" in their relationship. Pezeshkian emphasized that cooperation in defense, agriculture, and transport is progressing at an "optimum pace," while advocating for regional ties to reduce the influence of extra-regional actors.

Beyond economic ties, the two nations scheduled joint naval drills in the Gulf of Oman and the northern Indian Ocean. These exercises aim to enhance maritime security and combat terrorism. These coordinated efforts follow Iran's 2025 free trade agreement with the Eurasian Economic Union and serve as a joint strategy to mitigate the impact of U.S. and Western sanctions.
