John Cornyn Secures PEPFAR Funds by Leveraging Ambassador Votes

Senator John Cornyn of Texas leveraged his position on the Senate Foreign Relations Committee to force the Trump administration to release frozen funds for the President’s Emergency Plan for AIDS Relief (PEPFAR). Cornyn initially threatened to block the nominations of Kari Lake and Doug Mastriano for ambassadorial posts to Jamaica and Slovakia to secure the distribution of approximately $10 billion appropriated by Congress over two years.

Cornyn argued that the funding was critical for saving lives and maintaining American soft power in Africa to counter influence from Russia and China. This pressure came after the administration paused foreign aid and dismantled USAID, eventually ending PEPFAR funding for South Africa due to unmet policy demands.

On Wednesday, Cornyn reversed his position and voted to advance the nominations of Lake and Mastriano after receiving White House assurances that more than $270 million in funds would be released and a deployment plan established. The Senate Foreign Relations Committee advanced the nominees in a 12-10 vote along party lines, sending them to the full Senate for final review. This maneuver follows a pattern of Cornyn using committee leverage to challenge administration agendas, including a recent push for border security reimbursements for Texas.
