EU and Mexico Sign Modernized Trade Deal Amid U.S. Tensions

Mexico and the European Union signed a modernized free trade agreement to diversify trade and reduce economic dependence on the United States.

The European Union and Mexico signed a modernized Global Agreement and interim Trade Agreement on May 22, 2026, during the eighth EU-Mexico Summit in Mexico City. Signed by Mexican President Claudia Sheinbaum and European Commission President Ursula von der Leyen, the pact expands a 2000 accord to include services, digital trade, government procurement, and agriculture. The deal eliminates 99% of tariffs on Mexican goods and provides duty-free access for European dairy and pork, while removing poultry duties of up to 100%.

This strategic move aims to reduce economic dependence on U.S. and Chinese supply chains following tariffs imposed by U.S. President Donald Trump. As part of the agreement, the EU will mobilize approximately 5.8 billion euros in sustainable investments via its Global Gateway strategy to support Mexico's clean energy and pharmaceutical sectors. Mexico's economy ministry projects exports to the EU could rise from 24 billion dollars annually to 36 billion dollars by 2030.

Concurrent with the EU deal, Mexico began USMCA review negotiations with the United States on May 28 in Mexico City. Led by Mexican Economy Minister Marcelo Ebrard and U.S. representatives, these talks address automotive rules of origin and sectoral tariffs on steel and aluminum. The negotiations occur amid severely strained relations following the deaths of two CIA agents in Chihuahua and U.S. Justice Department drug trafficking charges against Sinaloa Governor Rubén Rocha Moya. The partners must decide by July 1 whether to extend the USMCA for another 16 years.
