Probation Inspector Warns Tagging System Unprepared for Prisoner Releases

HM inspector of probation Martin Jones warned that the electronic tagging system in England and Wales is unprepared to monitor thousands of prisoners scheduled for early release starting October 1. Jones described the current systems as clunky and criticized their reliance on staff manually searching for data rather than receiving automatic alerts when condition breaches occur.

The warning follows a government initiative to release up to 5,000 prisoners to reduce overcrowding. While Andy Burnham announced that rapists, groomers, and those guilty of serious child sexual abuse are excluded from the scheme, the Ministry of Justice confirmed that killers and domestic abusers remain eligible for early release.

Public safety concerns were previously highlighted by the National Audit Office, which reported that the rapid expansion of tagging risks security due to poor early performance by the contractor Serco. To mitigate these risks, Jones urged the government to increase monitoring staff and maintain approved premises hostels to manage serious offenders.
