Andy Burnham Delays North Sea Oil and Gas Decisions

Prime Minister Andy Burnham faces pressure to approve drilling at the Rosebank and Jackdaw fields while balancing climate goals against energy security.

Prime Minister Andy Burnham is deliberating whether to approve new oil and gas production at the Rosebank and Jackdaw fields in the North Sea. The projects, operated by the Shell and Equinor joint venture Adura, were previously approved by the Conservative government but were struck down by Scottish courts in 2024 for failing to consider climate impacts.

Burnham announced that decisions will be made shortly, though he admitted the process was delayed to avoid aiding Green Party leader Zack Polanski during a by-election in Holborn and St Pancras. He attributed further delays to the need to repair a flawed government process inherited from the previous administration. Energy Secretary Miatta Fahnbulleh stated that a decision on the Jackdaw gas field is imminent, while the Rosebank oil field will require more time.

Conservative leader Kemi Badenoch criticized the hesitation, urging the government to act to ensure winter energy security. Meanwhile, Equinor CEO Anders Opedal warned that the delay risks the attractiveness of the UK to international investors. Burnham maintains that he will take a pragmatic approach while upholding Labour's pledge not to issue new drilling licenses, weighing the need for domestic energy security against the environmental goals previously championed by former energy secretary Ed Miliband.
