House Passes SAVE America Act Amid Senate Filibuster Deadlock

The House of Representatives passed the SAVE America Act requiring voter ID and citizenship proof, but the bill faces a certain Democratic filibuster in the Senate.

The U.S. House of Representatives passed the Safeguard American Voter Eligibility (SAVE) America Act on February 11, 2026, in a 218-213 vote. Championed by Donald Trump and authored by Representative Chip Roy, the legislation mandates that voters provide documentary proof of U.S. citizenship, such as a passport or birth certificate, to register for federal elections and present a valid photo ID at the polls. The act also requires states to share voter rolls with the Department of Homeland Security to purge noncitizens and restricts mail-in voting to specific cases.

Democratic leaders, including Senate Minority Leader Chuck Schumer, have condemned the bill as "Jim Crow 2.0," arguing it would disenfranchise millions of eligible voters—particularly low-income individuals, people of color, and married women whose identification may not match their birth certificates. Conversely, Republicans describe the measures as "common sense" safeguards necessary to prevent noncitizen voting and restore election integrity.

The bill now faces a stalemate in the U.S. Senate. While Senate Republicans have secured approximately 50 co-sponsors, including Senator Susan Collins, they lack the 60 votes required to overcome a Democratic filibuster. Senate Majority Leader John Thune has resisted calls to eliminate the filibuster, while some conservatives, such as Senator Mike Lee, have advocated for a "talking filibuster" to force a vote. In response to the legislative deadlock, President Trump has threatened to implement voter identification requirements for the 2026 midterms via executive order.
