Trump Administration Removes ACA Subsidy Repayment Caps

President Donald Trump signed the One Big Beautiful Bill Act, which removes sliding-scale repayment caps for Affordable Care Act (ACA) premium subsidies. While enrollees filing 2025 taxes may still benefit from existing limits, those with 2026 subsidies will be required to pay back the full amount of excess subsidies if their actual income exceeds their initial projections.

Financial pressure on enrollees is further increased by the expiration of COVID-era enhanced tax credits. This change has raised the percentage of household income that must be paid toward premiums and disqualified any households earning more than four times the federal poverty level from receiving subsidies.

The administration is also enforcing stricter eligibility rules. The Centers for Medicare and Medicaid Services have resumed removing individuals from subsidy programs if they fail to file tax returns for two consecutive years, with a proposal to lower this threshold to a single year. These combined policy shifts mean low-to-middle income individuals may face staggering financial liabilities during tax reconciliation.
