Judge Dismisses Minnesota Lawsuit Over Trump Title IX Policy

U.S. District Chief Judge Eric Tostrud largely dismissed a lawsuit filed by the state of Minnesota challenging the Trump administration's interpretation of Title IX. The federal policy defines sex as biological and binary, contradicting Minnesota policies that allow transgender students to use facilities and compete in sports consistent with their gender identity.

Minnesota argued that federal findings against its policies violated the Administrative Procedure Act and the 10th Amendment. Judge Tostrud ruled that the administration's letters and findings did not constitute a final agency action and caused no legal injury to the state.

However, the judge allowed Minnesota to proceed with a specific challenge regarding the potential loss of approximately $2.9 billion in federal funding, which he ruled represents a concrete injury. The Trump administration continues to seek enforcement against the Minnesota Department of Education and the Minnesota State High School League, while the state maintains its policies align with the Minnesota Human Rights Act.
