Japan Lifts Monitoring Restrictions Amid AI Cyberattack Surge

Prime Minister Sanae Takaichi elevated cybersecurity to a national priority after AI-powered attacks targeted Japanese financial and energy infrastructure.

Japan is facing an unprecedented wave of AI-powered cyberattacks, with at least 81 incidents reported since July. These attacks have targeted critical infrastructure and financial institutions, including electricity and gas trading websites, Mizuho Financial Group Inc., and the currency platform GMO Internet Group Inc., where sensitive customer information was breached.

Sanae Takaichi, the Prime Minister of Japan, has responded by elevating cybersecurity to a national priority. The government is shifting its strategy from post-incident response to the proactive monitoring of communications traffic to neutralize threats. This transition is enabled by new legislation that lifts previous constitutional and legal restrictions on government monitoring.

Security officials attribute the attacks to Russian-speaking groups such as LockBit and Qilin, who may be collaborating with North Korean hackers. These actors are utilizing AI tools, including the China-developed Artex, to bypass language barriers and exploit outdated infrastructure. Despite increased funding for these defenses, Chief government spokesman Minoru Kihara noted that the state continues to struggle with a shortage of experienced cybersecurity personnel.
