Anthropic Sues Trump Administration Over National Security Blacklist

Anthropic is suing the U.S. government after being designated a supply chain risk for refusing to remove AI guardrails against mass surveillance and autonomous weapons.

The United States Department of Defense designated AI startup Anthropic as a national security supply chain risk in early March 2026, a label typically reserved for foreign adversaries. The action followed a breakdown in contract negotiations after CEO Dario Amodei refused to remove safety guardrails prohibiting the use of the Claude AI model for mass domestic surveillance and fully autonomous weapons. Defense Secretary Pete Hegseth demanded unrestricted access for all lawful purposes, characterizing Anthropic's restrictions as ideological whims.

President Donald Trump escalated the dispute by ordering all federal agencies to cease using Anthropic's technology, granting the military a six-month phase-out period. This directive resulted in the cancellation of a $200 million contract and the termination of the company's OneGov deal via the General Services Administration. Consequently, the Pentagon shifted its classified AI needs to competitors OpenAI and xAI. Despite the ban, reports indicate the U.S. military continued using Claude for intelligence and targeting during operations in Iran and the capture of Nicolás Maduro in Venezuela.

Anthropic filed two federal lawsuits in California and Washington, D.C., alleging that the designation is an unlawful campaign of retaliation and a violation of First Amendment and Fifth Amendment rights. The company warns the blacklist could cost it billions in 2026 revenue. During a March 24 hearing, U.S. District Judge Rita F. Lin questioned the government's motives, stating the actions looked like an attempt to cripple the company. The government maintains that Anthropic's control over its models presents a security risk, as the company could potentially sabotage systems during active combat.
