ICC Replaces Microsoft Software With German OpenDesk Suite

The International Criminal Court (ICC) is replacing its U.S.-based digital infrastructure with OpenDesk, an open-source collaboration alternative developed by the German federal company Zendis. The court is migrating approximately 1,800 workstations at its headquarters in The Hague to safeguard judicial data and mitigate geopolitical risks associated with U.S. technology dependencies.

This strategic shift follows an incident in early 2025 when Chief Prosecutor Karim Khan Zand was disconnected from his email service after the administration of Donald Trump imposed sanctions on ICC officials. While the disruption fueled concerns that U.S. technology firms could execute a "kill switch" to terminate services on government orders, Microsoft Corporation denied suspending its services to the court.

The transition aligns with a broader trend in Europe to establish sovereign digital infrastructure. Similar Zendis solutions have been implemented by German public health services and the German Armed Forces to reduce vulnerability to foreign political pressure and targeted sanctions.
