Trump Freezes $16 Billion Gateway Tunnel Project Funding

Construction on the $16 billion Gateway Tunnel project, designed to replace aging rail tubes under the Hudson River, faces a total work stoppage on February 6, 2026. Donald Trump terminated federal funding for the initiative in October 2025, asserting that the project was terminated because of Democratic leadership and a desire to remove programs the administration disliked.

The U.S. Department of Transportation initially justified the freeze as a review of compliance with rules regarding women- and minority-owned businesses and a move to ensure projects did not promote DEI principles. However, White House spokesperson Kush Desai later linked the funding restoration to Democratic negotiations over immigration enforcement and Department of Homeland Security funding.

The Gateway Development Commission warned that its temporary line of credit is nearly exhausted. CEO Thomas Prendergast stated that pausing construction is an absolute last resort, but work must stop if funding does not resume. An immediate halt would displace 1,000 workers and risk $1 billion in previous investments, while leaving the region vulnerable to the failure of the 116-year-old North River Tunnel.

Senate Minority Leader Chuck Schumer, New York Governor Kathy Hochul, and New Jersey Governor Mikie Sherrill have condemned the move. They argue that a permanent halt could kill up to 100,000 jobs and threaten the Northeast Corridor's rail link. Schumer maintains that only the president has the authority to restore the project to prevent catastrophic disruption to the regional economy.
