Shapiro and Garrity Clash in Sole Gubernatorial Debate
Governor Josh Shapiro and State Treasurer Stacy Garrity debated economic policy, data center regulation, and education in Harrisburg ahead of the November 3 election.
Governor Josh Shapiro and Republican challenger State Treasurer Stacy Garrity held their only televised gubernatorial debate on October 7 at the WHTM-TV studios in Harrisburg. The candidates clashed over the state budget, education spending, and the regulation of AI data centers. While both candidates have shifted toward demanding more scrutiny of data center growth, Garrity called for a moratorium on new developments, while Shapiro defended his existing regulatory guidelines.
On economic issues, Garrity proposed a $750 gas tax rebate and the elimination of the gross receipts tax. Shapiro countered by proposing a 50% tax on skill games to fund mass transit, noting that suspending the gas tax would require legislative action. Both candidates declined to commit taxpayer funds to new stadiums for the Philadelphia Eagles or Pittsburgh Steelers. Garrity criticized Shapiro's use of the state surplus to fill budget holes, while Shapiro attempted to link Garrity to the policies of Donald Trump, specifically regarding tariffs and Medicaid cuts.
Following the event, Pennsylvania GOP chair Greg Rothman praised Garrity's leadership, while Democratic Party chair Eugene DePasquale criticized her platform. Despite the debate, Quinnipiac University polling shows Shapiro maintaining a significant lead with 59% support compared to Garrity's 34% heading into the November 3 election.
