Israel Katz Orders Transfer of West Bank Law Enforcement to Police

Defense Minister Israel Katz ordered the Israel Defense Forces (IDF) on August 14 to develop a plan transferring responsibility for civilian law enforcement among Israeli residents in the West Bank to the Israel Police. Under the proposal, the police will establish a specialized unit with dedicated funding and authority to handle civil matters, allowing the military to focus on border security and combating Palestinian terrorism.

The directive follows a period of settler violence, including a recent siege in Qusra where settlers blockaded three Palestinian homes for several days. The IDF also recently dismantled unauthorized outposts near Qusra and Jalud. U.S. Ambassador Mike Huckabee condemned the actions in Qusra as criminal and thuggish behavior. Additionally, Yesha Council chairman Yisrael Gantz criticized the establishment of unauthorized outposts.

Katz linked the shift to an expected population increase following government plans to legalize agricultural farms and establish 104 new communities. While the military will retain authority over Palestinian residents and continue to support police in Areas A and B, some officials view the move as a step toward annexation. Reports suggest the transfer is unlikely to be implemented before the national elections on October 27.
