Resolution Foundation Urges £2 Billion Emergency Energy Bill Cut

The Resolution Foundation has proposed an emergency £2 billion plan to reduce winter energy bills for low-income households by up to £175. The recommendation targets homes where the highest earner makes £24,000 or less annually, a move that could provide relief to 40% of households as wholesale gas prices rise due to renewed hostilities in the Middle East.

Prime Minister Andy Burnham has responded to rising costs by temporarily removing VAT from electricity bills and launching a national tour to address the crisis. He is currently seeking fiscal flexibility within the rules established by former chancellor Rachel Reeves to balance infrastructure growth with immediate cost-of-living needs.

Chancellor John Healey is expected to further address these priorities in his first budget on October 25. Meanwhile, the Department for Energy Security and Net Zero maintains that its primary objective is to make life's essentials affordable again and permanently lower energy bills.
