President Donald Trump and the Department of War are reviewing reductions of U.S. military personnel in Western Europe, specifically targeting Germany, Italy, and Spain. This policy shift, termed the Donroe Doctrine, seeks to increase defense burden-sharing among NATO allies, some of whom the administration claims failed to support U.S. strikes against Iran.

Secretary of War Pete Hegseth stated that relocated troops may be moved back to the United States or deployed to the Western Hemisphere, including Central and South America, to combat drug cartels and terrorist organizations. While Western Europe faces drawdowns, the U.S. is establishing a permanent base in Poland and two bases in Greenland.

The review follows security concerns in the United Kingdom, where a foiled attack on Fairford Royal Air Force Base led to the arrest of seven suspects and the relocation of American bombers. Separately, Trump criticized ongoing riots in France, attributing the unrest to "out of control mass migration" and religious conflict.
