Baltic States and Poland Warn of Russian Infrastructure Attacks
Lithuanian, Latvian, and Polish officials warn that Russia is planning targeted kinetic attacks against critical energy and transport infrastructure to test NATO's Article 5 guarantees.
President Gitanas Nausėda of Lithuania announced on July 15, 2026, that intelligence signals indicate Russia is planning targeted kinetic operations against critical energy and transport infrastructure in Poland and the Baltic states. Nausėda clarified that while these are not large-scale incursions, the attacks aim to disrupt systems like the continental European electricity grid and test NATO's unity.
Latvian President Edgars Rinkēvičs and Polish Prime Minister Donald Tusk echoed these warnings, stating that Moscow may be attempting to indirectly test Article 5 defense mechanisms as Russian military successes in Ukraine diminish. In response, Lithuania and Poland have deployed additional military forces and intensified security at strategic sites. Poland further reported intercepting Russian aircraft conducting surveillance of its air defense systems over the Baltic Sea on July 14 and 15.
Kremlin spokesperson Dmitry Peskov dismissed the allegations as "scare stories" and "bugaboos" intended to brainwash populations and create a pretext for NATO's further military expansion. Despite the denials, Polish Foreign Minister Radosław Sikorski issued a direct warning to Russia to cease its planned provocations. Regional tensions remain high amid ongoing cyberespionage and the aftermath of stray drone activity that previously contributed to the resignation of Latvia's prime minister.
