In a series of statements on September 17 and 18, 2026, Karp argued that these companies face massive legal risks because they used proprietary data from commercial clients to train their models. He claimed that institutional investors are leveraging political influence to secure federal immunity, similar to Section 230, to protect market valuations from litigation.
Karp proposed that AI developers and their leaders should instead face civil and criminal penalties if their technology causes damage. He suggested that the only viable way for these firms to cap their current liability is through nationalization, potentially involving a 50% government ownership stake, though he warned such a move could cause the broader market to collapse.
These claims contrast with other industry positions. Anthropic CEO Dario Amodei, OpenAI CEO Sam Altman, and SpaceX CEO Elon Musk have called for a slowdown in AI capabilities to allow risk prevention to keep pace. Meanwhile, Nvidia CEO Jensen Huang argued that safety is an engineering problem rather than a legal one, asserting that new regulations are unnecessary because market forces already drive safety.
